How to apply for the PREE 5000 program with your digital certificate?

In case you don’t know it yet, the PREE 5000 program is a Spanish government initiative aimed at supporting the energy rehabilitation of buildings. Specifically, those existing in municipalities and population centers with less than 5,000 inhabitants. What is the PREE 5000 Program?

The PREE 5000 Program seeks to promote the energy rehabilitation of buildings in municipalities with demographic challenges. That is, those with less than 5,000 inhabitants and that have suffered population loss in recent years. 

This program is part of the Recovery, Transformation and Resilience Plan, financed by the European Union through NextGenerationEU funds. As such, the objective of this program is to improve the energy efficiency and sustainability of existing buildings. Both residential and non-residential.

This will be done through actions that reduce final energy consumption and CO₂ emissions. Also, with the incorporation of renewable energy sources such as biomass, geothermal, solar thermal or heat pump. 

That said, it is worth mentioning that this program was approved by the Council of Ministers on August 3, 2021 through Royal Decree 691/2021. The latter regulates the subsidies to be granted to energy rehabilitation actions. 

The initial budget for the program was 300 million euros. However, it was decided to increase it to 600 million euros due to the high demand and success of the program. The subsidies are granted directly to the autonomous communities, which are responsible for managing and distributing them.

Thus, the subsidies will cover between 35% and 85% of the eligible cost of the actions. Of course, everything will depend on the type of building, the type of action and the income level of the beneficiaries. The deadline to apply for the subsidies will end on December 31, 2023 or when the available budget is exhausted.

Advantages of the PREE 5000 program

This government initiative, as we have already mentioned, is intended to improve energy efficiency, reduce greenhouse gas emissions and favor the ecological transition. As well as providing different advantages to the population, some of them are:

  • Offer financial assistance to owners or tenants of homes or buildings that carry out works to improve thermal insulation, lighting, ventilation or installation of renewable energy systems.
  • The aid may cover up to 35% of the works, with a maximum of 12,000 euros per dwelling and 80,000 euros per building. However, in order to access the aid, a prior energy audit must be requested to determine the appropriate measures for each case.
  • The PREE 5000 Program is an opportunity to improve comfort and energy savings in homes and buildings. But it also contributes to the fight against climate change.
  • It supports vulnerable groups to the extent that it gives special attention to the granting of aid that will implement the rehabilitation of buildings affected by energy poverty.

What is required to apply for PREE 5000 grants?

PREE 5000 grants can be applied for to make energy improvements. However, these must be related to the thermal envelope, thermal installations, lighting or other measures that reduce final energy consumption and CO₂ emissions. 

They can also be applied for actions carried out by renewable energy communities or citizen energy communities. These must promote self-consumption and citizen participation in the energy sector.

In addition, to apply for the PREE 5000 grants it is necessary to have a valid digital certificate. This must accredit the identity of the applicant and must allow access to the electronic site of the corresponding autonomous community.

It is important to note that the PREE 5000 program is compatible with other public aid. Of course, as long as the maximum aid intensity limit established by European regulations is not exceeded. Likewise, the aid is subject to taxation, so it must be declared in the IRPF as a capital gain.
